SamCERA Announces Certification of 2025 Board of Retirement Election Results

We are pleased to announce that the San Mateo County Employees’ Retirement Association (SamCERA) Board election results have been officially certified. Alma Salas has been reelected to the Retiree Member (Eighth Member) seat, and Al David has been elected to serve as the Retiree Alternate Member. The elected Board Members will serve a 3-year term commencing July 1, 2025, and ending June 30, 2028.

Alma Salas was a Probation Services Manager with the San Mateo County Probation Department before her retirement in May 2013. She first joined the Board of Retirement in May 2001 and served as Board Chair during the 2004–05 fiscal year. In 2013, she was elected to serve as the Retiree Alternate and was reelected in 2016 and 2019. Alma was elected to serve as the Eighth Member in June 2022 and is currently serving as Board Chair.

Al David, newly elected as the Retiree Alternate Member, was a manager with the San Mateo County Information Services Department and is also a retired Army Reserve Lieutenant Colonel. He retired from County service in 2024. Al was first elected to the Board of Retirement in 2008 as a General Member and has since served three full terms and two partial terms.

Please join us in congratulating Alma Salas and Al David on their election to the SamCERA Board of Retirement.

The next scheduled SamCERA Board of Retirement election will be in 2027, when the General Member Second Seat, the Safety Member Seventh Seat, and the Safety Member Alternate Seat will be up for election.

Board of Retirement Investment Information – January 2025

At its meeting on January 28, 2025, the Board of Retirement approved a $40 million commitment to 400 Capital Asset Based Term Fund IV, as part of SamCERA’s opportunistic credit portfolio within the Growth category.

No further board action was taken related to SamCERA’s investment commitments or hires.

Board of Retirement Investment Information – June 2025

At its meeting on June 3, 2025, the Board of Retirement approved a $70 million commitment to Farallon Capital Institutional Partners, L.P. as part of SamCERA’s absolute return portfolio within the Diversifying category.

The Board also approved a $35 million commitment to RCG Ventures Fund VIII, L.P., as part of SamCERA’s value-add portfolio within Real Estate under the Inflation Hedge category, and a $30 million re-up commitment to Great Hill Partners IX, L.P., as part of SamCERA’s buyout/venture capital portfolio within Private Equity under the Growth category.

No further board action was taken related to SamCERA’s investment commitments or hires.

At its meeting on April 22, 2025, the Board of Retirement approved a $60 million commitment to Diameter Dislocation Fund III, L.P. as part of SamCERA’s opportunistic credit portfolio within the Growth category.

No further board action was taken related to SamCERA’s investment commitments or hires.

Board of Retirement Investment Information – March 2025

At its meeting on March 25, 2025, the Board of Retirement approved a $35 million commitment to Public Pension Capital, LLC as part of SamCERA’s Buyout portfolio within Private Equity under the Growth category.

The Board also approved a $15 million commitment to DCVC VII, L.P. as part of SamCERA’s Venture Capital portfolio within Private Equity under the Growth category.

No further board action was taken related to SamCERA’s investment commitments or hires.

Notice of June 9, 2025 Election

This June, SamCERA will hold an election for the Retired Member and Alternate Retired Member board seats. Read the election notice for important dates and how to file as a candidate.

NOTICE OF ELECTION
TO ELECT A RETIRED AND AN ALTERNATE RETIRED MEMBER TO THE BOARD OF RETIREMENT

Notice is hereby given that one RETIRED MEMBER is to be elected to fill the eighth position on SamCERA’s Board of Retirement. An ALTERNATE RETIRED MEMBER will also be elected. 

Retired Member and Alternate Retired Member Eligibility: Candidates must be retired SamCERA members and may only nominate themselves to one position, either the Retired Member seat or the Alternate Retired Member seat by filing a Declaration of Candidacy with the Elections Officer.

Member Terms: The Retired member and the Alternate Retired member  shall serve from July 1, 2025 – June 30, 2028.

Required Declarations of Candidacy: Declarations of Candidacy will be available Monday, April 14, 2025 through Monday, April 28, 2025. Qualified Candidates may file in person at:

2024 SamCERA Board of Retirement Election Results

The 2024 Board of Retirement election was held on on June 10, 2024. Katherine O’Malley was reelected to the General Member Second Seat, Robert Raw was reelected to the Safety Member Seventh Seat, and April DeCarsky was reelected to the Alternate Safety Member Seat. 

Elected Board Member Profiles

  • Katherine O’Malley is a Principal Appraiser and was hired in 2012 by the Assessor-County Clerk-Recorder & Elections Department. This is her third term on the Board of Retirement after being first elected to the Board in 2018.

  • Robert Raw is a sergeant, who has been with the Sheriff’s Department since 2012.This is his third term on the Board of Retirement. 

  • April DeCarsky is a Deputy Probation Officer III with the Probation Department.This will be her first full term on the Board of Retirement. She was first elected to serve a partial term as Safety Alternate in 2023. In this role, she substitutes in the absence of the Second, Third, or Seventh Member. Additionally, if the Eighth Member and Retiree Alternate are absent, she substitutes for the Eighth Member. 

Additional Information

The elected Board Members will serve a 3-year term commencing July 1, 2024 and ending June 30, 2027. The next scheduled SamCERA Board of Retirement election will be in 2025, when the General Member Third Seat, the Retired Member Eighth Seat, and the Retired Member Alternate Seat will be up for election.

NOTICE OF ELECTION TO ELECT A GENERAL MEMBER TO THE BOARD OF RETIREMENT

Notice is hereby given that one GENERAL MEMBER is to be elected to fill the unexpired term and subsequent full term for the third position on SamCERA’s SamCERA’s Board of Retirement at a special election to be held on January 13, 2025.

General Member Eligibility: Candidates must be active SamCERA General members. Each candidate for the General Member position shall be nominated by a petition signed by not less than ten (10) SamCERA General Members. No member shall sign more than one Nominating Petition for this election.

Member Term: The General member elected to fill the Third seat shall serve through June 30, 2028.

Required Nomination Petitions & Declarations of Candidacy: Nomination petitions and Declarations of Candidacy will be available and can be circulated beginning Tuesday, November 12, 2024 through Monday, November 25, 2024. Qualified Candidates may obtain petition in person at:

Notice is hereby given that one GENERAL MEMBER is to be elected to fill the second position, and one SAFETY MEMBER is to be elected to fill the seventh position on SamCERA’s Board of Retirement. An Alternate Safety member will also be elected.

General Member Eligibility: Candidates must be active SamCERA General members. 

Safety Member Eligibility: Candidates must be active Safety or Probation members.

Alternate Safety Member Seat: For the purposes of this election, Safety membership is divided into two groups, Probation and Safety. The candidate for the Safety member seat who receives the highest total number of votes will be elected to the Safety member seat. The candidate who is in a different group from the candidate elected to the Safety member seat and who receives the highest number of votes of any candidate of that group will be elected as Alternate Safety member.

Member Terms: The General member, the Safety member and the Alternate Safety member shall serve from July 1, 2024 – June 30, 2027.

Declaration of Candidacy: This form will be available beginning Monday, April 15, 2024 through Monday, May 6, 2024. Qualified Candidates may obtain petition forms in person at:
