NOTICE OF SPECIAL ELECTION TO ELECT A SAFETY ALTERNATE TO THE BOARD OF RETIREMENT

Notice is hereby given that one PROBATION MEMBER is to be elected to fill the unexpired term for the Alternate Safety Member seat on SamCERA’s Board of Retirement at a special election to be held on March 6, 2023. 

Alternate Safety Member Eligibility: Candidates must be active SamCERA Probation members. Each candidate for the Alternate Safety Member position shall be nominated by a petition signed by not less than ten (10) active SamCERA Probation members.

Member Term: The Probation Member elected to fill the Alternate Safety member seat shall serve the remaining term, expiring June 30, 2024.

Required Nomination Petitions & Declarations of Candidacy: These forms will be available and can be circulated beginning January 9 through January 23. Qualified Candidates may obtain petitions in person at:

Board of Retirement Re-appointment & Vacancy

Vacancy

The Board of Supervisors is currently accepting applications for appointment to one position, Sixth Member, on the Board of Retirement at SamCERA. Deadline for applications is Friday, June 28, 2024 at 5 p.m. More information can be found on the Board and Commissions website here – https://www.smcgov.org/bnc/vacancies.

A total of four members of the Board of Retirement are appointed by the Board of Supervisors. These members must be qualified electors of the County and cannot be connected with County government in any capacity.

Appointed Board members serve for a fixed term of three years. In general, the Board of Supervisors limits their appointees to twelve years of service.

Re-appointment

At its June 11, 2024 meeting, the Board of Supervisors reappointed Elaine Orr as Fourth Member of SamCERA’s Board of Retirement for her second term. Elaine was initially appointed to the Board in 2021, and her new term will expire on June 30, 2027.

Elaine Orr is a CFA with experience as a retirement system trustee and board member. She was previously Director, Investments with Silicon Valley Community Foundation and has held various roles at BlackRock advising and building investment solutions for pensions, foundations and endowments. Elaine is currently serving as Board Secretary.

General Member Eligibility: Candidates must be active SamCERA General members. 

Retired Member and Alternate Retired Member Eligibility: Candidates must be retired SamCERA members and may only nominate themselves to one position, either the Retired Member seat or the Alternate Retired Member seat by filing a Declaration of Candidacy with the Elections Officer.

Board of Retirement News

2022 SamCERA Board of Retirement Election Results

The nomination period for the 2022 Board of Retirement election closed on May 2, 2022, at 5:00 p.m. Al David and Nicole McKay ran unopposed and were deemed elected to the Board, while Alma Salas was elected to the Retired Member Seat at the Monday, June 13, 2022 election. 

Elected Board Member Profiles

Al David ran unopposed and was reelected to the General Member, Third Seat. He is a manager with the San Mateo County Information Services Department. He is also a retired Army Reserve Lieutenant Colonel. He was first elected to the Board of Retirement in 2008, and has since served three full terms and two partial terms on the Board. 

Alma Salas was newly elected to the Retired Member, Eighth Seat after previously serving as Retiree Alternate. Alma was a Probation Services Manager with the San Mateo County Probation Department before her retirement in 2013. She first joined the Board in May of 2001 and served as Board Chair during the 2004-05 fiscal year. She was elected in 2013 to serve as the Retiree Alternate and was reelected in 2016 and 2019. 

Nicole McKay ran unopposed for the Retiree Alternate Seat. In this role she substitutes in the absence of the Eighth Member. Prior to her retirement, Nicole worked for San Mateo County and the San Mateo Superior Court for more than 29 years, retiring as the Employee Relations Manager for San Mateo County’s Human Resources Department.

The elected Board Members will serve a 3-year term commencing July 1, 2022 and ending June 30, 2025. The next scheduled SamCERA Board of Retirement election will be in 2024, when the General Member Second Seat, the Safety Member Seventh Seat, and the Safety Member Alternate Seat will be up for election. 

June 7, 2022 Statewide Direct Primary Election

Sandie Arnott ran unopposed in the Statewide Direct Primary Election on June 7, 2022 and was reelected to serve as the San Mateo County Treasurer-Tax Collector for a four year term beginning January 1, 2023. By virtue of her office, she has served on SamCERA’s Board of Retirement since 2011, but was also active on the Retirement Board while serving as Assistant County Treasurer-Tax Collector. With this recent reelection, she will continue to serve on the Board through December 31, 2026.

Board of Retirement Appointments

At its meeting on June 14, 2022, the San Mateo County Board of Supervisors reappointed Kurt Hoefer as Ninth Member of the SamCERA ard of Retirement. Kurt Hoefer is the Chief Strategy Officer at Summitry. As an investment adviser and investment banker, he has provided strategic and financial advice to institutions and individuals. This Board of Supervisors initially appointed Mr. Hoefer to the Board of Retirement in 2016, and this will be his third term.

In addition, the Board of Supervisors are currently seeking a replacement for the Fifth Seat on the Board of Retirement, which is an appointed position.

The new terms for both appointments will expire on June 30, 2025.

Update (6/28/22): At its meeting on June 28, 2022, the San Mateo County Board of Supervisors appointed Kimathi Marangu to replace Ben Bowler as the Fifth Member on the SamCERA Retirement Board.  Kimathi currently serves as the Global Head of Prepaid for Visa, Inc. and his financial career includes working for Morgan Stanley, J.P. Morgan, Apple and Cartera Commerce. He has served on volunteer boards of the American Red Cross, the Stanford Business School Funds and others. In addition, Kimathi holds a Bachelor’s degree from Vassar College and an MBA from Stanford Business School.

2021 SamCERA Board of Retirement Election Results

The nomination period for the 2021 Board of Retirement election closed on May 3, 2021, at 5:00 p.m. Katherine O’Malley ran unopposed and deemed elected to the Board while an election was held on Monday, June 14, 2021 for the Seventh (Safety) Seat.

Katherine O’Malley was reelected to the General Member Second Seat, and she is currently a Principal Appraiser with the Assessor-County Clerk-Recorder & Elections Department. Robert Raw, a Sergeant with the Sheriff’s Department, was reelected to the Safety Member Seventh Seat, and Susan Lee, a Deputy Probation Officer with the Probation Department, was reelected as the Alternate Safety Member.

Elected Board Member Profiles

  • Katherine O’Malley was hired in 2012 by the Assessor-County Clerk-Recorder & Elections Department, and this is her second term on the Board of Retirement. She was first elected to the Board in 2018, and most recently served as Board Secretary.
  • Robert Raw has been with the Sheriff’s Department since 2012, and this is his second term on the Board of Retirement. Robert served as Vice Chair on the Board over the past year.
  • Susan Lee has been with the Probation Department since 2002, and this will be her third term on the Board of Retirement. She was first elected to serve as Safety Alternate in 2015, and she was reelected in 2018. In this role, she substitutes in the absence of the Second, Third, or Seventh Member. Additionally, if the Eighth Member and Retiree Alternate are absent, she substitutes for the Eighth Member.

The elected Board Members will serve a 3-year term commencing July 1, 2021 and ending June 30, 2024. General Member Eligibility: Candidates must be active SamCERA General members. 

Retired Member and Alternate Retired Member Eligibility: Candidates must be active SamCERA Safety or Probation members.

Alternate Safety Member Seat: For the purposes of this election, Safety membership is divided into two groups, Probation and Sheriff. The candidate for the Safety member seat who receives the highest total number of votes will be elected to the Safety member seat. The candidate who is in a different group from the candidate elected to the Safety member seat and who receives the highest number of votes of any candidate of that group will be elected as Alternate Safety member.

Member Terms: The General member, the Safety member and the Alternate Safety member shall serve from July 1, 2021 – June 30, 2024.

Nomination Petitions: No nomination signatures are required for this election. At its February 23, 2021 meeting, the Board of Retirement suspended the requirement of ten (10) nomination signatures contained in Regulation Section 4.5 and suspended the disqualification of candidates for failure to submit the required qualification nomination signatures set forth in Regulation 4.7 for only this June 14, 2021 election due to the continued State of Emergency as a result of the threat of Covid-19.

2019 SamCERA Board of Retirement Election Results

The nomination period for the 2019 Board of Retirement election closed on May 6, 2019 at 5:00 p.m. Each incumbent ran unopposed and was therefore certified elected by the San Mateo County Elections Officer. Al David was reelected to the General Member Third Seat, Paul Hackleman was reelected to the Retired Member Eighth Seat, and Alma Salas was reelected to the Alternate Retired Member Seat.

Elected Board Member Profiles

    • Al David is a manager with the San Mateo County Information Services Department. He is also a retired Army Reserve Lieutenant Colonel. He was first elected to the Board in 2008 to fill a vacancy and was reelected to a full term in 2009 and again in 2012, serving through 2015. He was elected again in March 2017 to fill an unexpired term. He is currently the Board Secretary and has previously served as Board Chair.
    • Paul Hackleman served as the County Benefits Manager from 1982 through March 2008. He is also a former member of the Retirement Board, having served from June 2005 through March 2008 while actively employed. He was then elected by the Retired Members to serve on the Board in 2010, 2013, and 2016. In addition to serving on the Board, he is the head of I.C. Benefits Consulting.
    • Alma Salas was a Probation Services Manager with the San Mateo County Probation Department before her retirement in May 2013. Alma first joined the Board in May of 2001 and served as Board Chair during the 2004-05 fiscal year. She was elected in 2013 to serve as the Retiree Alternate and was reelected in 2016.

2016 Board of Retirement Election Results

General Member Seat

Natalie Kwan Lloyd has been reelected to the Third Member General seat. Ms. Kwan Lloyd received more votes than Al David and David Perron.

Retired Member Seats

The two retiree seats on the Board were also up for election this year. Both incumbents ran unopposed and were deemed elected. Paul Hackleman will thus return to the Eighth Member Retiree seat, and Alma Salas will return to the Retiree Alternate seat.

Newly Elected Board Member Profiles

  • Natalie Kwan Lloyd is a Senior Appraiser in the San Mateo County Assessor’s Office. She originally joined the Board in July 2008, and was previously reelected in June 2013. She has also served as Board Chair. 
  • Paul Hackleman served as the County Benefits Manager from 1982 through March 2008. He originally served on the Retirement Board while actively employed, from June 2005 through March 2008. He was elected as a retiree in 2010, and reelected in 2013. He has recently served as Board Chair. 
  • Alma Salas was a Probation Services Manager with the San Mateo County Probation Department before her retirement in May 2013. She first joined the Board in May of 2001, and served as Board Chair during the 2004-05 fiscal year. She was elected in June 2013 to serve as the Retiree Alternate.

Additional Information

The terms of office for the newly elected board members commence July 1, 2016, and will expire on June 30, 2019. The next scheduled SamCERA Board of Retirement election will be in 2018, when the Second Member General seat, the Seventh Member Safety seat, and the Safety Alternate seat will be up for election.
