Board of Retirement Appointments

At its meeting on September 6, 2016, the San Mateo County Board of Supervisors appointed two positions on the SamCERA Board of Retirement.

Kurt Hoefer was appointed to the ninth seat on the Board of Retirement. He is a partner at Golub Group, LLC.  As an investment adviser and investment banker, he has provided strategic and financial advice to institutions and individuals. This is his first term on the Board.

Kurt replaces Michal Settles, whose term expired in June. She was first appointed by the Board of Supervisors in June 2011, and was reappointed in 2013.  

Ben Bowler was reappointed to the fifth seat on the Board. He is the Treasurer of Matson, Inc. He was first appointed in August 2008 to fill a vacancy, and was reappointed in 2013.

The new terms for both appointments will expire on June 30, 2019.

The Board of Supervisors are accepting applications for appointment to 2 positions on the Board of Retirement for a 3 year term commencing July 1, 2015. To be eligible, applicants must be a qualified elector of the County of San Mateo and not connected with San Mateo County government in any capacity.

2015 Board of Retirement Election Results

Safety Member Seats

David Spinello, a Sheriff’s Deputy, received more votes than Susan Lee, a Probation Officer. As a result, Mr. Spinello has been reelected to the Seventh Member Safety seat, and Ms. Lee has been elected to the Seventh Member Safety Alternate seat.

The Seventh Member Alternate seat is awarded to the candidate who is in an employment class different than the highest vote recipient and receives the highest total for his or her class. This ensures that both Sheriff’s and Probation are represented on the Board of Retirement.

Second Member General Seat

The Second Member General seat was also up for election this year and Shirley Tourel, who ran unopposed, was deemed elected.

Newly Elected Board Member Profiles

  • David Spinello has been with the Sheriff’s Department for 13 years, and was first elected to the Retirement Board in 2009.
  • Susan Lee is a Deputy Probation Officer III, who has been with the Probation Department for the past 13 years. This will be Ms. Lee’s first term on the Board.
  • Shirley Tourel is the Assistant Controller for San Mateo County, and has been with the Controller’s Office for the past 14 years. This will be Ms. Tourel’s first term on the Board.

Additional Information

The terms of office for the newly elected board members commence July 1, 2015, and will expire on June 30, 2018. This year’s election was for active members only. Retired members will be voting in next year’s election, when the Eighth Member Retiree seat and Alternate Retiree seat will be up for election.

2017 SamCERA Board of Retirement Special Election Results

Congratulations to Al David, who has been elected to fill the unexpired term for the Third position on the SamCERA Board of Retirement. Mr. David received the most votes from our General membership.

Mr. David will serve the remaining term for the Third position, which expires on June 30, 2019.

New Board Member Profile

Mr. David is currently a manager with the San Mateo County Information Services Department. He has served seven years previously on the Board of Retirement, and was first elected to the Board in 2008. He is also a retired Army Reserve Lieutenant Colonel.

The next scheduled SamCERA Board of Retirement election will be in 2018, when the Second Member General seat, the Seventh Member Safety seat, and the Safety Alternate seat will be up for election.

SAN MATEO COUNTY EMPLOYEES’ RETIREMENT ASSOCIATION (SamCERA)

NOTICE OF ELECTION TO THE BOARD OF RETIREMENT – GENERAL MEMBER AND SAFETY MEMBER AND ALTERNATE SAFETY MEMBER SEAT

There will be an election conducted via mail ballots on June 11, 2018, for active member seats on the Board of Retirement.  The election will be for one GENERAL MEMBER to fill the second position and one SAFETY MEMBER to fill the seventh position. An ALTERNATE SAFETY MEMBER will also be elected as part of the Safety Member election.  See important dates below.

General Member Eligibility: Candidates must be active General members. Each candidate shall be nominated by a petition signed by not less than ten (10) active SamCERA General members.

Safety Member Eligibility: Candidates must be active Safety or Probation Safety members. Each candidate shall be nominated by a petition signed by not less than ten (10) active Safety or Probation Safety members.

Alternate Safety Member Seat:  For the purposes of this election, Safety membership is divided into two groups, Probation and Sheriff. The candidate for the Safety member seat who receives the highest total number of votes will be elected to the Safety member seat.  The candidate who is in a different group from the candidate elected to the Safety member seat and who receives the highest number of votes of any candidate of that group will be elected as Alternate Safety member.

Member Terms: The General member, the Safety member and the Alternate Safety member shall serve from July 1, 2018 – June 30, 2021.

Required Nomination Petitions & Declarations of Candidacy: These forms will be available and can be circulated beginning Monday, April 16, 2018 through Monday, May 7, 2018.  Only SamCERA members can sign the nominating petition and no member shall sign more than one nominating petition for this election.  Qualified Candidates may obtain petitions in person at:

Second Member General Seat

Katherine OMalley was elected the Second Member General Seat, and she is currently a Principal Appraiser with the Assessor-County Clerk-Recorder & Elections Department.   

Safety Member Seats

Robert Raw, a Sergeant with the Sheriff’s Department, was elected to the Seventh Safety Member Seat. Susan Lee, a Deputy Probation Officer with the Probation Department, was reelected as the Alternate Safety Member and will be serving her second term on the Board of Retirement.
